Carney faces challenges in delivering on promises amid US tensions
Canadian Prime Minister Mark Carney, who took office last year, has navigated a tumultuous first year marked by aggressive actions from the United States, including tariffs on Canadian exports and threats to make Canada the 51st state. Experts have praised Carney for being 'strong and resolute' in the face of these challenges, with Brett House from the University of Toronto stating, 'the biggest accomplishment of the first year has been standing strong and resolute in the face of internal critics.'
Carney has strategically refocused Canada’s foreign policy, leveraging the unpredictability of the Trump administration to build domestic resilience and diversify international relations. Vina Nadjibulla, vice president of the Asia Pacific Foundation of Canada, noted that Carney's approach has been characterized by a 'deep rupture' in the global rules-based order, compelling Canada to seek new alliances and strengthen existing ones. This includes inviting Indian Prime Minister Narendra Modi to the G7 meeting to reset ties and recalibrating relations with China and other nations.
As Carney enters his second year, he faces significant challenges, particularly regarding the upcoming review of the USMCA trade pact, which begins on July 1. House highlighted that the US has indicated that a successful review may depend on Canada aligning its external tariffs with those of the US, which contradicts Canada’s efforts to establish independent trade agreements with countries like China. Nadjibulla emphasized that 2026 will be a critical year for Carney, focusing on implementation and delivery amid complex US-Canada dynamics.
What to watch: The upcoming USMCA trade pact review starting July 1 will be crucial for Canada's economic strategy.
